Among the 13 nominations are best pop video, best dance music video, best female video and best collaboration for Telephone featuring Beyonce.
Beyonce, Usher, Jay Z and Eminem are among others who are well represented in the nominations. Justin Bieber is up for best new artist, a category up for public vote.
But the pop sensation leads the pack with the highest number of nominations in a single year.
Gaga who has been influenced by glam rock artists like David Bowie and Queen as well as pop music artists such as Madonna, Britney Spears and Michael Jackson was touched by the honour and credited her fans, whom she calls little monsters, for it, media reports.
The awards will be presented on 12 September.
